Designing Whole-of-Organisation Support Frameworks is a strategic module for RTO managers who are responsible for ensuring learner support is embedded, consistent, and defensible across the organisation.

Under the 2025 Standards for RTOs, learner support can no longer sit in isolated roles, ad hoc responses, or goodwill-driven practices. This module reframes learner support as an organisational system — one that underpins informed consent, equitable participation, learner safety, and risk management across the entire learner journey.

Through this module, you will explore what a whole-of-organisation support framework looks like in practice, the core components that make it effective, and how support systems must be integrated into organisational strategy, governance, and risk management. The focus is not on creating more policies or services, but on designing aligned, sustainable systems that support learners and staff without overreach, inconsistency, or compliance risk.

This module is particularly relevant for RTOs seeking to move from reactive, case-by-case support to proactive, preventative frameworks. It supports managers to think critically about how information, communication, roles, referral pathways, and decision-making interact — and how gaps in these systems create downstream risk.

By the end of this module, managers will be better equipped to lead support as a quality and governance function, ensuring learner wellbeing is protected, staff are supported by clear boundaries and processes, and the organisation can demonstrate mature, evidence-based compliance under the 2025 Standards.
